I blacklisted a tenant - "letter of demand" in Oct 2008. Subsequent to that I took them to the small claims court and won the case. A judgement was granted by the small claims court on 3 June 2009. The ex tenant has still not paid that money and I couldn't proceed with attachments because I didn't have a home address for him.
I checked his credit profile today and see that the small claims judgement does not appear anywhere. Also my blacklisting of him is going to expire in October this year.
Is there anything I can do to get the true position to be evident in order to reduce the chances of otehr people falling pray to this habitual offender?

How come there is no answer for this? Maybe I am jumping the gun? I think this is really applicable with CPA-compliant leases.

Try to trace the defaulter yourself and then the sheriff can knock on his door. TPN has a tracing module. How did they serve summons/judgement without an address anyway?
