The landlord agreed to erect a carport and this was communicted to the prospective tenants in writing by the letting agent and letting company.

The tenants have now been in occupation for over half the lease term and still no carports and clearly no intention by the landlord to erect as commited. The tenants requested the lease to either be terminated if this was not forthcoming or requested a reduced monthly rental but the landlord will not accomodate. The tenants will be taking this matter further. Any advise is appreciated.

Well, as tenant I would also demand some money back (backdated) as they are paying for a carport which they do not have and which was contractually agreed (in the lease I assume). If they cannot live without the carport they can enforce the lease - see breach by owner.
