Are there any rules or regulations governing fixtures in a unit provided by the tenant?



A bathroom has no towel rails and the house has no curtain rails. The agent says the tenant must install their own and keep their receipts until they move out, at which time they will be refunded.




I can understand this refund rule being applied to "luxury" type fixtures such as mirrors, but surely curtain rails and towel rails are standard?




I've only ever seen the picture from the other side - as a landlord I would never expect my tenant to provide these basics!




Any advice?
