I would like to find out if it is possible to insist on the rental being collected by debit order as part of the lease agreement?

You can insist I guess and a DO makes perfect sense to me too (unless it gets abused), but if tenant declines and you have no other applicant you may want to balance the debit order with a vacancy/loss of income.
