Due to mis-management by the current letting agency at a student housing development, the owners have asked the developer to take over the management of their properties, but the developer is not registered as a letting agency - is this allowed?

I doubt it. Maybe consult the EAAB, but do not expect much from them as they are in a mess themselves.

I wish to know what is a legal rule as to when monies should be paid over to a landlord by a managing agent every month, and can one insist on a copy of the lease agreement so one can see what rental is actually being paid. Managing agent being very cagy and only paying monies over (with deductions) after the 11th of each month.

@Orionmj: the arrangements for payment dates should be made in mandate between yourself and agent. You should def have copy of lease agreement. You should have signed one before tenant moved in!!! Managing agent should be completely open about commissions etc

Not sure what a managing agent has to do with this as they usually help Body Corporates to manage the common property of a complex. Did you mean letting agent maybe? If so I agree with Ruscon. Why do you worry about the date of payment? If owner is not happy which he should not be getting his money so late then he can take that up with the letting agent.
Why are you interested what the owner gets net of commission? Maybe I am missing something.
